We are having appeals on three grounds:·
(1) On the kind of ground in No.3 - comparison with
other persons in the same department, with other
officers in similar departments elsewhere, and with
other officers in other departments in the same
colony.
(2) On the kind of ground in No. 5 - comparison with
other professional officers in and out of the
service, and the effect on recruitment.
(3) On the kind of ground in No.10

removal of the
privilege of first-class passages from officers
who have already enjoyed it.
It seems to me that in fixing the salary limit, and in
deciding that only confirmed officers should have the
choice, the Governor of Hong Kong has not anticipated
the results and the various objections which might be
and are being raised; and I do not think the procedure
of considering thematters piecemeal on representations
made by individuals or in respect of special classes
is likely to lead to an equitable result.
Nor do I very much like the idea of suggesting that
a concession or rearrangement in regard to one class
of officer (viz. those who are now relegated from first
to 2nd class passages) should be accompanied by a
curtailment of a privilege which so far the Hong
Kong Government has been prepared to allow to another
(viz. married officers with families). We are not
in a position to assess the relative degree of hardship
involved.
I am inclined to write to the Governor saying that
the representations made have been on various grounds
